Criminal Justice Committee

Pre-Budget Scrutiny 2022-23

Meeting date: 2 November 2022

Collette Stevenson

In your submission, you talk about the estate. In trying to meet net zero, have you considered using the replacement for the Barlinnie prison in Glasgow鈥攚hich will be a brand-new bit of your estate鈥攁s a district heating system, where you would be supplier and provider? That would generate income for you as well.

Good morning. In a similar vein to what you were discussing, the predicted shortfall in funding for the Crown Office to 2026-27 places significant pressure on meeting your key objectives, such as the five-year commitment to clear the Covid backlog, delivery of your staff pay parity award, and delivery of the work of the Covid deaths investigation team. How difficult will it be to deliver those commitments?

On efficiencies, I believe that a pilot scheme is being run for mental health first responders, which means that there is an efficiency within Police Scotland. Can you elaborate more on that and how it will run over the next four years? Have you put that in as part of your review?

But would it not lengthen things in your capital budget?

One of the other things that you mentioned was the impact of a reduction in use of body-worn cameras. Compared with what you do now, what impact would it have if you were to stop allowing police officers to wear those cameras?

John Thomson touched on the service鈥檚 inability to borrow, but, on the issue of the capital backlog, do you have the ability to lease premises instead of having to purchase them outright? If you did, that expense would be shown as revenue rather than capital on your balance sheet.

Good afternoon. Based on what you said in response to Jamie Greene鈥檚 questions, and notwithstanding the capital backlog that you are dealing with, the flat cash settlement is obviously going to have an impact on the Scottish Fire and Rescue Service鈥檚 ability to put more investment into your estate, as you touched on, into the fleet and into improvements to digital IT and whatnot.

Can you give us more detail about the significant impact of all that and the particular risks in certain areas of not upgrading or improving the current systems?
