I want to move away from the intervention aspect and clarify points around the likes of Police Scotland. Obviously, when an FOI is submitted for Police Scotland, for instance, an element of sensitivity and security is involved. How do you clear the lines, if you like, with regard to what it can and cannot provide?

The Climate Change Committee has recommended the establishment of a Great Britain-wide electricity infrastructure delivery group to ensure effective co-ordination between all the UK Administrations. I want to focus on Ofgem and the energy markets. On the back of the recent review of electricity market arrangements, it has been proposed that gas prices be decoupled from electricity that is produced by renewables. Are you aware of any operational changes that Ofgem has recently made to support the delivery of a decarbonised electricity system? Could more be done to support a more regulated regime that delivers a more decarbonised energy supply? I believe that the issue was touched on earlier in response to Liam Kerr’s question about gas imports into the UK and contractual elements with regard to the price of importing gas. I will go to Clare Lavelle first.

Thanks very much, convener. Good morning. Given what you were talking about, I want to touch on district heating systems. I also sit on the Criminal Justice Committee and one of the issues that has come up in the past is the use of district heating systems in our prison estate to deliver energy and to create revenue. Stuart Haszeldine, do you want to comment quickly on that? I do not want to steal Jackie Dunbar’s thunder.

Good morning from a snowy East Kilbride, and a warm welcome to the minister and her team.

During the evidence session last week, the committee heard about a decision that was adopted at COP15 that takes forward aspects of the Edinburgh declaration, which sets out areas for action for local authorities, as well as subnational governments, and recommends that the management of biodiversity be decentralised. What role will local authorities need to play in the delivery of biodiversity targets? In practice, how will local authorities and communities be more empowered in that area?

Thank you. I am proud and honoured that my constituency is home to Langlands Moss, which is one of the biggest peatland mosses in Scotland. The volunteers there have done remarkable work, but a lot of biodiversity is at risk if we do not take action. That includes indigenous species, particularly some newt species. Can you drill down into those issues and tell us what action is being taken? It is a beautiful nature reserve on the outskirts of East Kilbride.
