Criminal Justice Committee, Health, Social Care and Sport Committee, and Social Justice and Social Security Committee (Joint Meeting)

Reducing Drug Deaths in Scotland and Tackling Problem Drug Use

Meeting date: 1 February 2022

Elena Whitham

My questions come from the fact that I am the convener of the Social Justice and Social Security Committee and a former Women鈥檚 Aid worker and homelessness worker who spent a lot of time supporting people鈥擺Inaudible.]鈥攄rug misuse.

My first question is around poverty, which you were just speaking about. We know that there are very strong links between poverty, deprivation, adverse childhood experiences, trauma and drug deaths, especially here in Scotland. We know that it is a very complex and multifaceted issue to address. Would you agree with the opinion that Scotland鈥檚 higher rate of drug deaths reflects historical patterns resulting from economic policies of the 1980s, which we can also see in the north-east of England? Do you have views on which particular anti-poverty programmes, such as the Scottish Government鈥檚 new child payment, will have the greatest impact on reducing drug harms?

I do not think that anybody is saying that that is a bad thing. We would all recognise that a basket of measures is needed.

I invite the committee to agree that the clerks and I will produce a short, factual report of the committee鈥檚 decision and arrange to have it published as soon as possible. Are we agreed on that?

Item 6 is consideration of a negative SSI. Members are invited to consider the regulations, the background to which is outlined in paper 4.

I see no indication that members have any comments. Is the committee content to note the regulations?

Members indicated agreement.

That concludes the meeting. At our next meeting on 3 February, we will take evidence on refugees and asylum as part of our work to explore the breadth of the committee鈥檚 remit and establish key priorities for the session. I look forward to that.

I am sorry if you can hear the dog barking outside the door. I do not know whether that is coming through BlueJeans.

As I am not seeing any members indicating that they wish to come in at this juncture, I will put a question to the minister.

It is clear that the regulations will herald a new benefit for disabled adults, which is a major change in social security in Scotland as well as being a change in how people are treated. To somebody who has personal and professional experience of the benefit system, that is really important.

Minister, would you like to round up this part of the meeting by explaining to the committee how you will measure the success or failure of the benefit and, vitally, how you will ensure that disabled people who are in receipt of the benefits will be involved in that evaluation?
