Local Government, Housing and Planning Committee

National Care Service (Scotland) Bill: Stage 1

Meeting date: 15 November 2022

Paul McLennan

Good morning. Among the key things in the Feeley review were improved outcomes and a shifting of services towards prevention. For witnesses, as you have no doubt heard, the question is about why can we not amend the current system. Can you elaborate on why you think that a national care service will improve outcomes and shift services towards prevention? I am trying to wrap up my two questions into one.

We also heard about the integrated joint integration board model. What is your view on that? Could we build on that model, as we have heard from witnesses? The key thing is obviously that we improve outcomes and shift services towards prevention.

Okay. I might pick up that point later. At last week鈥檚 meeting of the Social Justice and Social Security Committee, the same issue was raised by various groups who had different opinions on it.

Gerry, what is SOLACE鈥檚 perspective? Do you share the view that we should go right back to the start, or should you be involved in further discussion on co-design and co-production?

Does anyone else want to speak about terms and conditions? One of the founding principles of the national care service is to improve those, because of a recognition of the retention and recruitment issues.

I remember it well.

I have two further questions, one of which is specifically for Unison and the other of which is for Jane Fowler.

I will come to Jane first. You have mentioned your concerns about the possible removal of local government workers but not the impact on national health service staff. What are your views on that?

That is very helpful. Pauline Nolan, I could see you nodding your head when Adam Stachura was talking. Could I ask you about the same question about the effectiveness of the co-design as we go through the process? You represent your organisation, but obviously it is people you represent. How do you ensure that that process is effective? It also touches on a point that Adam Stachura talked about, which is making sure that we are reaching as many people as we possibly can.

You caught me unawares there.

This is about the involvement of the workforce in developing proposals for the national care service. There are two things from me. One is about how the workforce has been involved in developing the proposals, including your volunteers, Sarah Latto. How much has the workforce been involved in that and how do you see the on-going process ?

Is that something that you will develop, or have you not thought about it at this stage?

Thanks.

Cara Stevenson, do you want to come in from the union point of view about where you see the process? How has the workforce been involved at this stage and where do you see it being involved as the process develops? As in my last question, it is almost about assessing how the proposals evolve and where you see yourselves and your members involved in reviewing that process.

Sara, can I bring you in for your point of view? The other thing to hang out there for other panel members is involving the workforce and what the impact would be of not involving the workforce, so, if you want to come in on that, you could come in after that. Sara, from the Scottish Women鈥檚 Budget Group, I know that it is much broader for you, but, in terms of volunteers and, in particular, from a woman鈥檚 point of view, do you have any thoughts or comments on the design of this?
