Net Zero, Energy and Transport Committee

Scottish Biodiversity Strategy

Meeting date: 6 September 2022

Jackie Dunbar

I thank the panel members for coming along today. I think that you have covered most of what I was wanting to ask about, so I will go back to what I asked the first panel about. The natural environment bill is due to be introduced in year 3 of this session of Parliament. What legislative changes do you think are required to deliver the necessary changes for our marine environment? Maybe Calum can start, to be followed by Craig and then Sarah—I beg your pardon; I meant Susan.

You mentioned legally binding targets. Do you have one in mind about which you are thinking, “If you don’t do anything else, please make this one legally binding,” or is that an unfair question?

Ferry Service Inquiry

Meeting date: 28 June 2022

Jackie Dunbar

You mentioned the block booking service. I am afraid that I am a bit of a novice. Will you explain further what that entails and what problems it can throw up?

That was extremely helpful. Convener, I am aware of the time, so maybe other witnesses could feed in their answers to the committee.

Good morning. I am finding this morning’s evidence session very interesting. A lot has been said today about the passenger services, but I have not heard so much about the freight services or the effects on business, although Sam Bourne touched on that briefly.

Are there representatives in your groups who feed in to let you know about the problems that freight and business services might have? If so, how can we ensure that we hear those voices in the inquiry? Garry, I can see you nodding, so I will come to you first.

I am very aware of the time, convener, so I will pass back to you.

Good morning. With regard to supporting the transition to net zero, ABI has suggested that there are currently not enough investment opportunities and that the process is too complicated to freely use the insurance industry’s investment capacity. I see that you are nodding, Ben Howarth, so I will put my question to you first. Will you set out what more Scottish local authorities, public bodies and the Scottish Government can do to simplify the process and increase the number of opportunities?
