We heard previously from the UK minister that the Scottish cluster was vital for the UK Government to meet its net zero targets.

Budget Scrutiny 2024-25

Meeting date: 23 January 2024

Jackie Dunbar

Good morning, cabinet secretary. I will ask you a couple of questions regarding carbon capture and storage, and it would be remiss of me as a north-easter if I did not take the opportunity to ask you about the Acorn project. Are you able to give the committee an update on the latest developments and on where we are with the Acorn project? I would be interested to hear your views on the impact on the project of the UK Government鈥檚 delay in approving it in the first instance鈥攊f any.

Subordinate Legislation

Meeting date: 16 January 2024

Jackie Dunbar

Part of my question has already been answered by the transport minister.

Good morning to you all鈥攕orry, I was being a bit rude.

Regarding the powers allowing local authorities to establish bus companies, you said that some have already started discussions. Why do you think that some have not? Is there a reason for that? What can or will the Scottish Government do to help those that are keen to establish a bus company?

Scottish Biodiversity Strategy (Draft Delivery Plan)

Meeting date: 9 January 2024

Jackie Dunbar

Grand. Good morning, panel, and thank you for coming.

The objective of the draft strategy is to accelerate restoration and regeneration of the ecosystem. Does the draft plan set out a clear prioritised pathway for that through the key actions? What do you think needs to happen on the ground to support its delivery?

I will go first to Bruce Wilson, as he has caught my eye.

I am gonnae stop you there, because I asked whether the system needs more power to its elbow, and we have heard from you previously. I am sorry if I sound rude, but I am trying to get everybody in.

Do you mean that what they do is dependent on where they live?

Everybody is agreeing with that comment. Would anybody like to add anything? I think that Paul Walton has just answered my third question, too.

Thank you, convener. Would it be helpful if I asked people to raise their hands if they want to answer?

Does the planning system need more power to its elbow, when it comes to that?
