The Committee agreed to take items 4 and 5 in private.


2. Draft Climate Change Plan:

The Committee took evidence from—

Shona Robison, Cabinet Secretary for Finance and Local Government, supported by Gareth Fenney, Interim Deputy Director, Heat in Buildings Delivery, Philip Raines, Joint Deputy Director, Domestic Climate Change, and Daniel Hinze, Deputy Director, Infrastructure and Investment, Scottish Government.


3. Budget Scrutiny 2026-27:

The Committee took evidence from—

Màiri McAllan, Cabinet Secretary for Housing, supported by Sean Neill, Director for Housing, Kirsty Henderson, Acting Head of Performance and Finance, More Homes Division, Kersti Berge, Director of Energy and Climate Change, Gareth Fenney, Interim Deputy Director, Heat in Buildings Delivery, and Stephen Lea-Ross, Director, Cladding Remediation, Scottish Government.


4. Draft Climate Change Plan (in private):

The Committee considered the evidence it heard earlier under agenda item 2.


5. Budget Scrutiny 2026-27 (in private):

The Committee considered the evidence it heard earlier under agenda item 3. The Committee agreed to write to the Scottish Government for further information. The Committee delegated to the Convener responsibility for finalising the letter.
